Legendary: A Marvel Deck Building Game takes place in the world of Marvel Comics. To start the game, players select a Mastermind Villain (Magneto, Loki, Dr. Doom, etc.), take this villain's attack cards and place it under the one you choose, then modify "the villain deck" as you wish based on this villain's plot (scheme). Then players select a number of "hero decks" - Spider-Man, Hulk, Cyclops, Wolverine, etc. - and shuffle them. As players only use a handful of hero decks out of the fifteen that are included, this deck of cards can vary greatly.

During the course of the game, players recruit powerful hero cards to add to their deck of cards to build a stronger and more resourceful game. Players need to build both their "recruitment powers" (to get more Heroes) and their fighting ability (to fight against villains that show up to cause problems). Players recruit heroes from a set of five cards, filling in blank spaces as needed. At the beginning of each player's turn, he plays a villain and adds it to his row of villains. This line has a limited number of places, and if these are filled, the first added one escapes, which can possibly punish heroes in one way or another. Some villains even perform an act where they come into play for the first time, for example that they kidnap an innocent spectator. Villain deck also contains "master strike" cards, and when one of these appears, the mastermind villain (controlled by the game) gets an extra action.

After players battle and defeat the villains, they collect these cards, which become worth points at the end of the game. Players can also fight against Mastermind, if the player has enough power, he wins one of the attack cards that are under Mastermind - which has a special effect on the game. If Mastermind carries out its scheme - for example, if a certain number of villains escape, or a certain number of injuries inflict on the heroes - then all players lose.
